Grant to aid in planning study at Port of Whitman Business Air Center
Colfax — The Community Economic Revitalization Board (CERB) awarded the Port of Whitman County a $75,000 grant to support a planning study at the Port of Whitman Business Air Center (POWBAC). The Port will contribute 20% in matching funds, totaling $18,750. The study will focus on evaluating options to expand the existing industrial park at the air center.
With all industrial space at POWBAC currently leased, the Port is exploring options to expand its industrial footprint. On June 30, the Port finalized a strategic land trade, saving the taxpayers $2 million and securing usable acreage adjacent to existing development at POWBAC. The planning grant will allow the Port to gain a comprehensive understanding of the site’s development needs.
Elements of the planning study include an environmental review and site assessment, geotechnical analysis, an infrastructure needs assessment, a permitting and regulatory pathway review, market analysis and site positioning strategy, conceptual site plan and phased development requirements, and cost estimates for full site preparation and infrastructure improvement. The resulting study will provide the Port with a complete feasibility analysis, development strategy and clear path to advance site development.
CERB’s mission is to fund projects that support business growth and job creation in Washington’s rural communities. The planned expansion will create new industrial space at the fully leased Port of Whitman Business Air Center and is expected to generate measurable economic benefits, including job creation and increased attraction of private-sector investment in Whitman County.
“The Port is grateful to CERB for the planning grant,” Commission President Kristine Meyer said. “This feasibility study will help us determine the most effective development strategy for this land. The goal is to increase economic activity, attract business investment, and create jobs.”
The Port expects to finish the planning study by fall of 2026 with construction to follow.
