About the Port
The Port of Whitman County was formed by vote in 1958. The port's first major mission was to diversify the primarily agricultural economy of the county. The port has been growing ever since.
Law empowers Washington's ports with broad economic development authority to bring business and jobs to their communities. Almost every Washington port pursues an aggressive program of industrial and economic development to promote employment and otherwise enhance the economy of the district and state.
Ports may:
  • Develop lands for industrial and commercial needs
  • Provide general economic development programs
  • Buy lease and sell property
  • Provide air and water pollution control works
  • Operate trade centers and export trading companies
  • Establish and operate foreign trade zones
  • Build telecommunications infrastructure and provide wholesale telecommunications services

Pullman Industrial Park
Located on Terre View Drive, just off State Highway 27 on the north end of Pullman, WA.
Attractive high-tech Industrial Park adjacent to Washington State University and within an easy drive of the University of Idaho. Tenants include R & D and light manufacturing firms.

100.5 acres of fully developed sites with streets and utilities. City water, sewer and roads extended to each site. Avista Utilities provides electrical and gas services. SEWEDA (Southeast Washington Economic Development Association) acts as the ADO (associate development organization) for Whitman, Asotin, Garfield and Columbia Counties and is the lead agency in each county for economic development. An ADO is designated by the board of county commissioners or the county council.

The Port and Recreation
A Port district may construct, improve, maintain, and operate public park and recreation facilities when such facilities are necessary to more fully utilize boat landings, harbors, wharves ad piers, land, and water passenger and transfer terminals, waterways, and other port facilities authorized by law pursuant to the port's comprehensive plan of harbor improvements and industrial development.
Boyer Park & Marina




Just a short ride from Pullman or Colfax through the scenic Palouse farm country (driving directions), you will find Boyer Park and Marina, a 56 acre full service marina and campground on the scenic Snake River. From the awe inspiring views from the top of Almota grade to green shady lawns and campsites in the park istelf, Boyer Park is truly an oasis on the Snake.
Boyer Park features more than 150 slips for permanent or transient boat moorage, 28 shaded campsites for RV's with full and partial hookups, a small on-site motel and many tent sites, meeting a wide spectrum of camping and moorage needs. Camping at Boyer is open year-round and large groups are welcome.

The Park has an onsite convenience store, restaurant, laundry room, restrooms, shower facilities and a good-sized swimming beach. Boat gas is available from a floating fuel dock.
The main administrative building features the park business office, a convenience store with basic foodstuffs and fishing supplies, a self-service refreshment and snack bar, and restaurant. Eat lunch under the shady picnic shelter with a great view of the marina and majestic basalt cliffs of the Snake River Canyon. Too hot to stay in the campground? Boyer also features four comfortable hotel rooms with air conditioning, private baths and televisions.
The park also boasts the 3.5 mile Snake River Trail, a pedestrian and bike trail that stretches from historic Almota Creek, through Boyer Park and on to the base of Lower Granite Lock and Dam. Sit on a bench or at a picnic shelter and watch the river, observe the native wildlife, birds, and enjoy the view of the Lower Granite Lock and Dam while enjoying the peace and quiet of a walk on the trail.

REQUEST FOR PROPOSAL - Boyer Park & Marina Concessionaire

The Port of Whitman County requests proposals for the management of Boyer Park and Marina, a 56 acre RV & day-use park and marina located just below Lower Granite Dam on the Snake River in Eastern Washington State. Interested parties must be able to demonstrate business management and fiscal capabilities. Must also be able to demonstrate the ability to purchase inventory and maintain operational expenses. The deadline for submission is 4:00 p.m., Friday, February 16, 2018. A full Request for Proposal and support materials are available below or by calling the port office at 509-397-3791. Boyer Park is now closed for the season. Watch this page for updates on a Spring of 2018 re-opening. A notice as to when reservations will be taken will be posted on the port web site, on the port Facebook page and in the Whitman County Gazette thirty days in advance.

Thank you for your patience as the port works towards hiring a new concessionaire.

For now:
• Boat launch is open.
• Marina is open and accessible.
• There is a Porta-Potty located near the marina for winter use.
• We are not accepting reservations for the 2018 season at this time. Please check back for updates.
